Abstract	Combining the characteristics of complicated system in the way of structure and function, such as stratify, relevance, parallel and intricacy, the paper took the diagnosis object as a whole, and from the view of responding custom request and solving the complicated tasks, researched two key technologies, including fault diagnosis process and diagnosis resource utilization. The diagnosis task decomposition mode of complicated system was exhausted. Combining the restraint relationships among the tasks, processes and activities, the activities organization process based on restraint and its solution strategy were analyzed; the paper analyzed the resource management and dispatch process based on multi-agent, and finally given the resource optimization dispatch algorithm based on target criterion of TQCS (Time, Quality, Cost and Safeness).
