Abstract New measurements have been made of the proton and deuteron spin structure functions, {ital g}{sup {ital p}}{sub 1} and {ital g}{sup {ital d}}{sub 1}, using deep-inelastic scattering of longitudinally polarized electrons from polarized NH{sub 3} and ND{sub 3} targets. The data span the kinematic range 0.029{lt}{ital x}{lt}0.8 and {ital Q}{sup 2}{lt}10 (GeV/c){sup 2}. The integrals {Gamma}{sub {ital p}}={integral}{sup 1}{sub 0}{ital g}{sup {ital p}}{sub 1}({ital x},{ital Q}{sup 2}){ital dx} and {Gamma}{sub {ital d}}={integral}{sup 1}{sub 0}{ital g}{sup {ital d}}{sub 1}({ital x},{ital Q}{sup 2}){ital dx} have been evaluated at fixed {ital Q}{sup 2}=3 (GeV/c){sup 2} to yield {Gamma}{sub {ital p}}=0.127{plus_minus}0.004(stat.){plus_minus}0.010(syst.) and {Gamma}{sub {ital d}}=0.041{plus_minus}0.003{plus_minus}0.004. Both measurements are well-below the Ellis-Jaffe predictions.
