Abstract It is argued that utility designers have largely ignored the potential for savings available in the proper design of electrical secondaries and services. Improved transformer designs have reduced the losses associated with transformation, but alternatives are also available to the staking technician. Services designed by these technicians will contribute to system losses for twenty to thirty years. Reduction of these losses and the cost of ownership can make a significant contribution to improving utility efficiency. The software system described here allows the staking technician an opportunity to evaluate the cost-effectiveness of the work orders they prepare. The technician compares the cost of various alternatives and also determines whether the design chosen meets all applicable standards of service.
