Abstract The fuzzy knowledge base for transportation systems presented in this paper is used to define the pendular movements between the city of Lisbon and its municipalities. This knowledge base can be used to extract guidelines that allow the decision making of where to implement future transportation networks as well as to advise reinforcements in existing collective modes of transportation, namely, railway, road transportation. Accessibility can not be understood as a deterministic concept, since it depends on many factors and is impossible to model completely and also because it is a relative concept, therefore is clearly better represented with the use of the fuzzy set theory.
