Abstract Using data recorded by the CLEO II detector at the Cornell Electron Storage Ring, we report the first observation of an excited charmed baryon decaying into {Xi}{sup 0}{sub {ital c}}{pi}{sup +}. The state has mass difference {ital M}({Xi}{sup 0}{sub {ital c}}{pi}{sup +}){minus}{ital M}({Xi}{sup 0}{sub {ital c}}) of 174.3{plus_minus}0.5{plus_minus}1.0 MeV/{ital c}{sup 2}, and a width of {lt}3.1 MeV/{ital c}{sup 2} (90{percent} confidence level limit). We identify the new state as the {Xi}{sub {ital c}}{sup {asterisk}+}, the isospin partner of the recently discovered {Xi}{sub {ital c}}{sup {asterisk}0}. {copyright} {ital 1996 The American Physical Society.}
