Abstract Electron capture {beta}-decay in {sup 54}Mn{sup 2+} ions in solids is analyzed. It is shown that the decay rate of {sup 54}Mn{sup 2+} should decrease significantly at low temperatures, approaching a limit of 35{percent} of its room temperature value. It is also shown that the decay rate at low temperatures can be manipulated using resonant electromagnetic fields and the rate can be modulated by a factor of four. Extension to other species is suggested and potential applications are described. {copyright} {ital 1996 American Institute of Physics.}
