Abstract Using the angular correlation between the {pi}{sup +} emitted in a {ital D}{sup {asterisk}+} {r_arrow} {ital D}{sup 0}{pi}{sup +} decay and the {ital e}{sup +} emitted in the subsequent {ital D}{sup 0}{r_arrow}{ital Xe{sup +}}{nu} decay, we have measured the branching fraction for the inclusive semielectronic decay of the {ital D}{sup 0} meson to be B({ital D}{sup 0}{r_arrow}{ital Xe{sup +}}{nu})=[6.64{plus_minus}0.18(stat){plus_minus}0.29(syst)]{percent}. The measurement uses 1.7 fb{sup {minus}1} of {ital e}{sup +}{ital e}{sup {minus}} collisions recorded by the CLEO II detector located at the Cornell Electron Storage Ring (CESR). Combining this result with previous CLEO results we find B({ital D}{sup 0}{r_arrow}{ital Xe{sup +}}{nu})/B({ital D}{sup 0}{r_arrow}{ital K}{sup {minus}}{pi}{sup +}) =1.684{plus_minus}0.056(stat){plus_minus}0.093(syst) and B({ital D}{sup 0}{r_arrow}{ital K}{sup {minus}}{ital e}{sup +}{nu})/B({ital D}{sup 0}{r_arrow}{ital Xe{sup +}}{nu})=0.581{plus_minus}0.023(stat){plus_minus} 0.028(syst). The difference between this inclusive rate and the sum of the measured exclusive branching fractions (measured at CLEO and other experiments) is also presented. {copyright} {ital 1996 The American Physical Society.}
