Abstract A consistent cluster concept of the multivalley model of fission is proposed. Individual fission modes are related to the probability of formation of two-cluster configurations consisting of two shell nuclei and a neck. Mass, energy, and charge distributions of fragments produced in a specific valley are determined by cluster characteristics of the neck. A number of experimental results are discussed within the framework of the proposed model. 17 refs., 3 figs.
