Abstract A Rosenbluth separation of the longitudinal and transverse structure functions in the {ital D}({ital e},{ital e}`{ital p}) reaction has been performed in parallel kinematics at {vert_bar}{ital {rvec q}}{vert_bar}=400 MeV/{ital c} and initial proton momentum centered at 50 MeV/{ital c}. The data are compared to a nonrelativistic calculation which includes effects due to final state interactions, meson exchange currents, and isobar configurations.
