Abstract A decade ago, the technology world was in the midst of a raging debate over who was going to control the data connections and content into the home. Would it be the cable television companies? Or the telephone companies? Both industries had a vision of how they would be dominant, each providing news, information, entertainment, and shopping over their private communications network. Both had a presence in the vast majority of homes in the United States, and both were offering new technologies to expand the services they offered.
