Abstract In Part II of this series, I pointed out that much of our appropriate use policy is rooted in mainframe technology, where there is clear delineation between the authority and responsibility of the institution and that of the user. In this article I would like to explore some of the ethical implications of a truly distributed computing environment - one where responsibility, authority, and management is distributed, as well as the physical components.
