Abstract This paper offers a summary of DOE, NRC, State of Nevada, and other scholarship that demonstrates both vulnerability and significant consequences relative to potential terrorist attacks on shipments of SNF and HLW. The paper offers suggestions for future response planning and training, recognizing the profound changes that have resulted in the post-September 11, 2001 social world.
