Abstract The service sector is probably the most liberalised of the sectors, offering it the opportunity to compete internationally, contributing to GDP growth and generating foreign exchange. Yet, trade liberalisation also carries substantial risks that necessitate careful economic management through appropriate regulation by governments. Hence, this article considers a representative set of services from different subsectors, namely telecommunication (infrastructure), banking (financial), higher education (social) and retail distribution (commercial) services, to understand the liberalisation process and the challenges faced in undertaking various reform measures.
