Abstract In [Do] Donig studied the niteness of the lower spectrum of Schrodinger operators + q with singular potnetials q which belong to the Kato class and gave an armative answer to the conjecture of Simon [Si]. In this paper, we simplify his proof and extend his result to uniformlly elliptic operators
